Snare and tom tuning problem

I have been having some trouble getting the my toms and snare drums
to a pretty perfect tune do you have any techniques to help me out?

invest in a tuner or read some articles on tuning drums, thats all I can really tell you...

Make smaller adjustments to the tension rods.
