what the hell does pop fusion mean

It most likely refers to the configuration and size of the drums included. A Google search shows that the Mapex Pop Fusion kits include:

22" x 20" bass drum
8" x 7" tom
10" x 8" tom
12" x 9" tom
14" x 12" floor tom
16" x 14" floor tom

A fusion kit generally consists of 22x18 kick and the 10, 12, and 14 toms.

All in all it's just marketing terminology. I wouldn't get too hung up on the labels.
