I don't know about this, but I use an older Tama hi hat stand. When I assemble the stand, I usually pull the clutch cloclwise enough for friction to do the job. I wouldn't recommend pliers or overtightiening the rod as you can either strip the threads or snap the rod altogether. Then you have a whole new set of problems.
I am going to sound like an old fart here......
Ludwig had a slotted snare drum in the early 1980s that did basically the same thing only there were no adjustable slots.
