You could always try a crotale. Much cheaper than a Zil-bel if you can find just one for sale. They usually come in sets. I've seen them individually used for 5 or 10 bucks a pop, despite the fact that they can be pretty expensive new, and they are tuned to specific pitches. Doesn't sound quite like a Zil-bel or Ice Bell or anything, but it has a ping. It's an option, though it definitely will not replace the sound of a Zil-bel if that's really what you're looking for.
If you're familiar with any Rush, such as the intro to YYZ or Prelude in Cygnus X1 - Book II: Hemispheres, that's the sound of a crotale.

what about the stagg bell? i have seen them on ebay, and they arent as much as the zil-bel, but they look a lot alike. (and i know that because they have the same look doesn't mean they have the same sound) but just a question i guess. thanks.

I agree, try the Stagg Black Metal Bell cymbals. They aren't as metallic sounding as zil-bels. They are closer to Paiste Cup Chimes and are very musical, as opposed to anvil-sounding like the zil-bels. They can be had pretty inexpensively as well.

Not being a smart ass here but have you tried the lid of a cooking pot?
There are some that are quite thick and resonant
You could probably find one really cheap at Salvation army etc....
Just drill a hole in the center
