It might be out of round, or have bad bearing edges.

What kind is it. Size, number of lugs, wood, type of heads, and the sound you want>?

I'd suggest going to a drum smith guy and getting the edges re-cut. Gonna cost from $20-40. Doesnt matter what angles he cuts em to really but I like sharp, double 45s. (It really makes very little difference. Then buy a Drum Dial, get a new Evans G2 for the batter head, and a new clear G1 for the resonant head. Then seat the head and tune it the way the Drum Tuning Bible says to, then use your Drum Dial and set every single lug on the reso and the batter heads to 73. Thats a great place to start, I promise.

are you trying to tune an old head?
if your head is new(er), your tom's out of round (no fixing that) or your bearing edges are bad.

How about making sure the rubber feet are on the legs? Better yet go get some of those Pearl Floating feet thingies.
No rubber on your floor tom legs will KILL the tone.

Remo Emperors are 2 ply heavy duty heads. I used to have rockstars, not bad drums but if it's the wood I wouldn't worry about it either lol

That's the 1st thought I had, assuming you know how to tune and get a good sound.
This was addressed in the "drumset" section, under "Gretsch Catalina Maple fusion"

also, nobody's mentioned this yet, but if you want ANY sort of resonance whatsoever, an Evans Hydraulic head is not the way to go. You're complaining of getting a dull "thud". Well, that's exactly the sort of sound that head is designed to produce. Those heads have a layer of oil in between the mylar plies. Just about any other head choice would give you more tone.

check the heads, re-tune it. you might need new heads, or it could be a bad made drum...

Oh god yeah, I used Hydraulics when I got my first kit and they were really dead, nothing there. Great if you want no tone, but I personally prefer G2's or EC2's any day.

I'd go with Remo pinstripes or Emperror coated all around. You can also get a cotrolled boom by cutting a Reso hole(just a little one) like you do on a bass drum.
