 need help QUICKLY PLEASE.
alright so ive finally gotten to tune my drums, went to drum bible everything was going great til....
one of the screws that you turn with that drum key thingy is stuck. its not on too tight and its loose so what do i do?

WD-40, and then try and turn it back and forth in a kind of wiggling motion until it loosens. See if that helps.

i can like move it side to side but i cant tighten it or loosen it or take it off.
ive tried my hardest to make it move and i only moved it a bit.

Like I said, try some WD-40. It's a lubricant, so it's obviously going to make it easier to turn. Instead of just coming back without trying it lol.

how do you fix that? and how much will it cost to repair?

Well, the WD-40 could work. To me it sounds like the lug is hitting a dead spot in the casing, as in that the threads aren't matching exactly. Either trying to force it, which I would not recommend, or getting a new lug or casing seems to be the options. The parts couldn't be more than three bucks.

Pretty easy to fix. Take the batter head off, unscrew the lug, replace the offending insert, and reassemble.

My bad guys, i used to wrong words.
using this picture
the tension collar screw is stuck, by that i mean the screw can still move side to side but i cannot tighten it at all and i can only loosen it until a curtain point before it gets stuck.

Turn the tension until it snaps or dremel it off (better option), then read my other reply.

i cant turn it at all after i reach the point, and ive tried going back and forth and it doesnt move a bit.

I realize that. That's why I said "turn it until it snaps". If you have a dremel or access to one, cut it in half. That way there's no chance of the torque damaging the shell of the drum.

and it doesnt snap it just doesnt move any further even when i try my hardest it still doesnt move.
